This Liber Amicorum, which pays tribute to Gilles de Kerchove, EU counter-terrorism coordinator from 2007 to 2021, takes stock of what has been achieved in this field in recent years and looks at the challenges ahead.
After an introduction tracing the recipient's background, the first part looks at different aspects of cooperation within the European Union, ranging from the European arrest warrant, to the protection of fundamental rights and the role of certain EU institutions or agencies.
The second part deals with cooperation between the EU and the rest of the world, both with global organisations and with specific States, such as the United States. The third, cross-cutting part brings together various contributions relating to the Islamic State, the financing of terrorism, victims and new technologies. The book concludes with a fourth part on prevention, the fight against radicalisation, values, freedom of the press and literature.
The authors come from various parts of the world and present a wide range of profiles, including prominent political figures, EU officials, academics, magistrates and journalists. This report evaluates the education reform agenda of Kazakhstan - its feasibility and focus - by taking stock of present-day strengths and weaknesses of the secondary education system. The report also provides guidance on adjusting the reform implementation plans in line with international experiences and best practices regarding educational change, and consolidates much of the previously dispersed (national) data on primary and secondary schools in Kazakhstan into a common analytical base of evidence, validated by the education authorities.
Chapter 1 of this report provides an overview of the country, it education system and reform plans. Subsequent chapters provide analysis of and recommendations on equity and effectiveness of schooling; assessment and evaluation practices; policies for teachers and principals; expenditure patterns and financing mechanisms; vocational education and training; and a summary of the recommendations.
This book is the result of a two year and a half research which pertained to Juge de l'application des peines (JAP), a French reentry and supervision judge which had never been empirically studied before. The author studied their pratices both from the qualitative and quatitative viewpoint. She abundantly refers to international literature, with a particular focus on "desistance", "therapeutic jurisprudence" and "legitimacy of justice".
